'Private; R. Charter'; will be published before Miss Spencer receives this [Letter]; 'those who have opposed it on public grounds in the Nursing Interest consider that the essential modifications and alterations from the draft Charter are in favour of their contentions.' E.g. the List (Register) is now put in third place instead of first; F.N. considers the one great thing is to get the hospitals to improve their training and to agree in some measure about what the essentials are. 'The danger of the draft Charter lay in this: that it was like a dam across a river. To forward the course of the river is what we are all striving for'.
