Notes against the formation of a General Register or General Association for the Kingdom; but competing registers most desirable; suggests a Metropolitan Register; the wider such Register is the more difficult of supervision; 'very dangerous to form any Register at all except on the narrowest lines - nothing but a Directory - a list of certificated nurses with the training schools in which they have been trained'; training schools must not be certified at present; difficulties of supervision; midwives, like doctors, ought to be certificated; moral qualities cannot be registered; suggests the examination test, on which registration rests, is absolutely inefficient or misleading.
