Trivate and Confidentiale Refers to Sidney Herbert's work on the Royal Commissions for the Army and India and the setting up of the Army Medical School at Fort Pitt and Netley; the consequence of the departure from the 1859 warrant, also set up by Sidney Herbert, has been the increasing difficulty of obtaining the best men for the army medical service; the Government has to compete with the Civil Profession by offering such inducements in the way of rank, status, pay and privileges as will induce young men to forgo the advantages in money and position of Civil Practice.
