15 March 1870
F.N. sends a letter from Miss Torrance, Matron at the Highgate Infirmary, which might usefully be shown to Mr. Goschen, and come under the notice of the Poor Law Board; three points:- 1. 'here are people who can hire 'cabs' and 'wagonettes' throwing their sick relatives or friends on Parish relief - which is sheer Socialism., 2. there are very few 'slight ailments' in a Workhouse Infirmary. 3. that Steward who will certainly bring the place to ruin.
