Thanks him for his kind letter, and for his help toward the good cause in Bengal, and various Sanitary Reports; the draft Rules and Regulations reveal how well foundations are being placed for Sanitary service in India, and though not having a complete system at first - experience will show what can best be added from time to time; though it was thought at one time it would be necessary to avoid Sanitary Works in London trusting to clean only in districts inhabited by the poorer and least civilized Irish population, it had been found that even the 'dangerous classes' there appreciated wholesome conveniences with water supply quite as much as the richer classes; suggestions for drainage and a water supply.
